The Federal Chief Data Officers Council’s CDO Core Competency Model provides a comprehensive framework for defining, developing, and assessing the capabilities needed to lead data as a strategic asset across the Federal Government. Grounded in the statutory responsibilities established by the Evidence Act and aligned with current federal data policy, the model identifies core competency areas along with the knowledge, skills, abilities, behaviors, and attributes that support effective CDO leadership.
